Severe Snowstorm Sweeps Across Black Sea Region, Causing Multiple Casualties and Power Outages for Millions

Nov 30, 2023

A powerful snowstorm originating from a Mediterranean cyclone wreaked havoc over the weekend across multiple countries bordering the Black Sea, including Ukraine, Russia, Bulgaria, and Romania, as well as Moldova and Serbia. The storm brought fierce winds, heavy snowfall, and flooding, resulting in at least 13 fatalities, dozens of injuries, and power outages affecting millions of people as of the local time on the 27th. On the 28th, several regions in Ukraine and Russia continued to experience freezing rain and snow.

Frozen landscapes The Ukrainian Ministry of Emergency Situations reported that due to the adverse weather conditions, 357 settlements in Ukraine remained without power, with 2 highways closed in the Mykolaiv region. In Kyiv, the capital city, 40,000 households experienced power outages on the 27th, and as of 18:30 local time, over 15,000 homes were still without electricity.

The Odessa region along the northwest coast of the Black Sea was particularly hard-hit. The Ukrainian Ministry of Emergency Situations stated that at least 10 roads were blocked, and rescue teams saved over 1,900 stranded individuals, including 138 children. Some areas in Ukraine witnessed snow accumulation of up to 25 centimeters.

In the heart of Kyiv, the largest Ukrainian flag, measuring 24 meters by 16 meters, hanging on a 90-meter tall, 32-ton flagpole, was torn in half by strong winds. The flag had already been lowered to half-mast before the storm but was still torn apart by the forceful winds. The local government has removed the damaged flag.

"Century Storm" Some Russian media outlets have dubbed this snowstorm a "century storm." The southern regions of Russia, including the Republic of Dagestan, Krasnodar Krai, and Rostov Oblast, suffered severe damage. On the 27th, approximately 1.9 million people experienced power outages.

In the Krasnodar Krai on the Black Sea's east coast, the storm generated large waves, causing seawater to inundate resort towns like Sochi and Anapa. Numerous injuries were reported, and hundreds of trees were toppled. In Anapa, a five-story building had its rooftop swept away by the waves, and a cargo ship ran aground in nearby waters. Due to high winds and waves, the Russian Caspian Pipeline Consortium halted crude oil loading operations at the Novorossiysk port on the 27th. Local wind speeds reached up to 86 kilometers per hour, with waves reaching 8 meters in height.

On November 26, 2023 local time, residents in Yevpatoria, Crimea, were evacuated due to flooding due to a storm.

Simultaneously, Moscow is facing its first major snowfall of the winter. Snowfall began on the 26th and intensified overnight, with a rapid increase of 16 centimeters within a few hours, leading to severe traffic congestion in the city center. Meteorologists describe this as a 'black snowstorm,' a phenomenon usually seen in extreme northern regions, with snowflakes almost parallel to the ground and visibility reduced to around 100 meters. Moscow experienced snowfall equivalent to 35% of the monthly average, while Moscow Oblast saw 56%, making it one of the strongest November snowfalls on record.

Seawater Inundation In Crimea, located in the northern part of the Black Sea, several areas declared a state of emergency as the snowstorm triggered seawater inundation, submerging multiple roads. Some low-lying areas evacuated residents urgently, with schools and hospitals closed on the 27th. According to the Russian Hydrometeorological Center, this is one of the most powerful snowstorms Crimea has experienced in recorded meteorological history.

This weekend's snowstorm in Romania, Bulgaria, Moldova, and Serbia led to widespread power outages and numerous fatal traffic accidents. In Bulgaria, the snowstorm brought accumulations of up to 40 centimeters, snapping multiple power lines and forcing many schools to close. Over 1,000 people were rescued from snow-stranded vehicles. In the Koscalia village in southwestern Moldova, two individuals were found frozen to death inside a snow-buried car, and one person succumbed to the elements in the eastern Kruglik village. In Serbia, the snowstorm caused power outages in several villages, impacting thousands of residents.
