UK's Offshore Wind Energy Sector Sees Bright Revival in Prospects

After a challenging period, the United Kingdom, once the world's largest offshore wind energy market, is experiencing a resurgence of optimism in the past two months. Recent developments in the UK's offshore wind energy market have reignited confidence, solidifying its position as the largest offshore wind market in Europe.

With ambitious plans, the UK currently boasts a significant 14.7 GW of installed offshore wind capacity, contributing to 16% of its total electricity generation. The nation aims to expand this capacity to 50 GW by the year 2030.

In recent years, the UK faced setbacks due to policy errors, leading to the failure of the 2021 Round 5 Contract for Difference (CfD) auction. Issues arose primarily from the rising costs, as the government failed to index the auction prices fully, causing a lack of flexibility in response to changing circumstances.

However, the UK government has undertaken corrective measures, signaling positive changes in policy. The recent announcement of a 66% increase in the upper limit price for the upcoming Round 6 CfD auction, from £44/MWh to £73/MWh (including grid connection costs), is expected to boost the success of this year's auction. At least 10 projects are eligible to participate, potentially adding up to 10 GW of new installed capacity.

Despite challenges faced by developers, such as Vattenfall's Norfolk Boreas project, which was temporarily halted due to cost concerns and lack of flexibility in CfD prices, the positive news is that RWE and Vattenfall have reached an agreement. RWE will take over the entire development of the Norfolk area offshore wind projects, including Norfolk Boreas, Norfolk Vanguard West, and Norfolk Vanguard East, with a combined capacity of 4.2 GW.

Additionally, Ørsted successfully reached the Final Investment Decision (FID) for the Hornsea 3 project at the end of 2023. As the world's largest offshore wind farm, Hornsea 3 is set to be operational by 2027, with a capacity of 2.6 GW, powering up to 3.3 million UK households and creating thousands of jobs during construction and operation.

Furthermore, the UK and Denmark will launch the world's longest onshore and offshore cable, named the 'Viking Link,' by the end of 2023. With an initial transmission capacity of 800 MW, it will be upgraded to 1400 MW in the coming years. These interconnection projects will facilitate the optimal utilization of renewable energy, allowing green power generated by offshore wind projects to flow seamlessly to areas with high demand. Cross-border interconnection systems are set to be crucial for the UK and neighboring North Sea countries in expanding offshore wind energy.

Giles Dickson, Head of the European Wind Energy Association, expressed optimism, stating that the UK's offshore wind energy development is once again promising. The government's corrections to the lack of flexibility in offshore wind auction prices are propelling stalled projects forward. Anticipated successes in the 2024 UK offshore wind auctions, coupled with progress in interconnecting with North Sea neighbors, are seen as positive indicators for the industry's future.
