Germany Forced to Restart Coal Power Plants

To address the potential natural gas shortage this winter, Germany is compelled to restart mothballed coal power plants. According to a report on October 6th by Russia Today (RT), the German Ministry of Economic Affairs and Climate Protection announced in a press release that, in order to conserve natural gas and prevent power supply shortages during the upcoming heating season, Germany will reactivate some previously closed coal power plants.


The German Ministry of Energy stated that the German government issued an order on the 4th, permitting Germany's largest power supplier, RWE Group, to restart two coal-fired units at the Niederaussem power plant, restart one coal-fired unit at the Neurath power plant, and allowing Germany's second-largest power supplier, LEAG, to restart two coal-fired units at the Jaenschwalde power plant, thereby adding additional power supply to the grid.


The report mentioned that the German government's order took effect on the 5th, and these coal-fired units are expected to operate in full until March 2024. Additionally, Berlin is considering extending the operation of RWE Group's Niederaussem power plant units until the spring of 2025.


The press release stated, "Power supply reserves will be reactivated to save natural gas consumption in the generation sector, thereby preventing bottlenecks in natural gas supply during the heating season of 2023/2024." The press release added that this measure would not affect Germany's goal of gradually phasing out coal before 2030, nor would it impact other climate objectives.


The German Ministry of Environment pledged to assess the additional carbon emissions caused by the reactivation of coal power plants and provide compensatory measures before next summer.


RT reports that as Germany turns back to coal, concerns are rising that the energy crisis triggered last year due to a significant drop in Russian natural gas supply could recur. Until 2022, Germany relied on Russia for approximately 40% of its natural gas imports, and due to the sanctions imposed by the European Union on Russia, Russian energy exports to the EU significantly decreased, with Germany being one of the hardest-hit countries.




Despite the measures taken by the German government to reduce dependence on Russian natural gas through alternative supplies and energy consumption reduction, industry experts warn that the threat of supply shortages is still looming.
